Their third studio album, Red Balloon, arrives in early May, but already in mid-tour form, the soulful New Orleans R&B outfit Tank and the Bangas filled Webster Hall with a heady gumbo of funk, rock, hip-hop and spoken word on Saturday night in the East Village.
